If your chatbot ever sends outbound messages, a second body of law kicks in. Cabinet Resolutions 56 and 57 of 2024, effective 27 August 2024, govern telemarketing. TDRA prior approval is required.

You must use a locally registered number, and check the Do Not Call Registry before sending. Fines run AED 50,000 for a first breach, AED 75,000 for a second, and AED 150,000 for a third.
